What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager is a cost of 33 billion Angel Investors, and has no benefit in terms of gameplay other than making it easier to purchase upgrades.
Boosters

In addition to the stat increases, some upgrades will also give a random secondary boost. These boosts can be extremely valuable and must be considered when choosing which items to upgrade. Some of these boosts are only beneficial in certain builds (such as Whistan's shield in FB sorcs) while others can provide a great deal of value to specific collectors.
Certain items come with inherent boos that are less beneficial when upgraded, such as the Goldwrap which gives additional slots for potion. These are usually upgraded to increase the value of a perfect or near-perfect item.
Costs
Upgrades have a few associated costs. The first is the upgrade itself. It can be costly and is contingent on the new level of the item as well as the number of perks it receives. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The second is the cost of the materials needed for an upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists of Pandaria or Warlords Of Draenor Quests. The amount of these items required can be seen in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take up to 8 hours, depending on the size of the upgrade. The upgraded item's base stats are calculated using the new ilvl of the item bonus, perks, as well as other properties. Success Rate

It is also possible to add a range of additional elements to the upgrade, thereby increasing the chance of success. These materials are displayed in a window located above the + button. There are however limitations to this, and the highest amount of material that can be added is displayed just above the + button in the UI.

Another way to increase the chance of an upgrade succeeding is to use an item known as the Blacksmith Blessing or an upgraded version of it. This item can be useful if your weapon or piece is near or has reached the top level of its level. This item lets you upgrade the equipment to the next tier without the risk of it breaking.
If an upgrade is unsuccessful, the system will be restored to its original condition. This is typically an error, but it can also be an upgrade. It is recommended to save an upgrade for when you're close to the maximum level of an item, and then use it as an option last resort.
